Plans for the 827-833 Madison Site
The 827-833 Madison Street Site was the catalyst for NMR's formation, and will serve as a test case for future developments under the Madison Street Corridor Master Plan. Documents highlighting the evolution of the proposal and the ongoing dialogue between NMR and the developers is outlined below.
PUD Application Findings of Fact
These documents are the Findings of Fact from the Plan Commission, Community Design Commission Report, and Traffic Commission Staff Report. You will find the village's recommendations to the Board of Trustees regarding the PUD application for 827-833 Madison. In summary, the Commissions recommend that the Board approve the application with variances as requested, but with a number of stipulations, and LEED Certification as the Compensating Benefit.

September 2007 Plan
The following revision of the 827-833 Madison site plans were submitted in September 2007. A public hearing will be held before the Oak Park Plan Commission, Thursday September 20, 2007 at 7:00 pm in the Council Chambers Room 201 at Village Hall.

Past Discussion & Revisions of the Site Plan
Below you will find a record of the architects' building proposals since the last neighborhood meeting in November of 2006, along with our discussion and responses. The very first proposal offered back in June of 2005 was for a 6 story 72 unit condominium building with no retail, the second proposal was for town homes from Carpenter Street east across Grove Avenue, requiring the vacation of Grove Avenue with a small retail presence at the Sears Pharmacy site. We feel that through the collaboration of NMR, village officials, and the architects, we've made great strides in developing a site that will benefit the community as a whole.

June 11th Site Plan Revision
Regency Development submitted a revised proposal on June 11. The Plan Commission Hearing regarding this is on Thursday, June 28th, 7pm at Village Hall. We encourage you to attend and show your support as we continue to work toward a development that will enhance our neighborhood and be compliant with the Madison Street Corridor Master Plan.
We are currently preparing our response to this proposal and will share it with you when it is ready.
In brief, the new proposal is a four-story mixed-use development with 39 condominiums and 4, 470 square feet of retail space. They are seeking 8 variances including set-backs, lot coverage, open space, density, parking lifts, and landscaping. This version incorporates our suggested thru drive along the south edge of the building with the garage entrance off the drive. There is one driveway on each Carpenter and Grove streets.
We are pleased to see that the developer has incorporated some of our recommendations, especially the thru drive and increased retail space. We plan to continue to push for lower density, a better mix of units, and tangible compensating benefits.
Revised Proposal
At the April 26th Plan Commission Hearing, Plan 1 below was presented to the commissioners for review. This plan, named Plan 1, is given below, along with notes from the meeting, and a revision of our position based on this meeting.
In addition to Plan 1, John Schiess and Victor Dziekiewicz also presented two other plans, Plan 1A and Plan 1B, for review at the May 17th continuation of the April 26th meeting. We do not have a site plan for Plan 1A. Plan 1B is available here:

Developer
Troyanovsky, 2004 Villager of the year, is the developer behind several projects in Oak Park. Projects at or near completion include The Opera Club, Clarence Square, 413 and 429 S. Kenilworth, Maple Square, Euclid Square, and Madison Square. Projects in the planning stages are 801-825 and 827-833 Madison, South Blvd. at Home Ave. and South Blvd. at Oak Park Ave. He is also the developer for the Roos Project in Forest Park at Harrison and Circle. He is often referred to as "The Russian" and avoids public attention, preferring instead to have his intermediary, John Schiess, represent him on local projects.
